Energy Management Specialist (AEMS/EMS/SCADA)
The organisation is embarking on a transformational journey to leverage the benefits available through the introduction of next-generation technology and prepare network operations to be ready for the changing energy environment. This work is being completed as part of a Next Generation Network Operations (NGNO) Portfolio. The portfolio includes 3 programs, with 9 projects. The flagship program involves replacing an existing Energy Management System (EMS) with an Advanced Energy Management System (AEMS) called Monarch provided by Emerson.
The delivery of the NGNO Portfolio will provide a generational leap towards a modern and contemporary network operations capability that uses best-practice technologies, processes and skills to drive efficiencies and performance. The successful delivery of the NGNO Portfolio is a key strategic enabler of the future direction of connecting Queenslanders to a world-class energy future.
Overview of Requirement
The Energy Management Specialist supports the NGNO project and Energy and Digital Management team by ensuring the ongoing reliability, availability, and performance of existing Energy Management System (EMS) and SCADA platforms during the transition to the Advanced Energy Management System (AEMS).
The role is critical to maintaining stable real-time operational environments, managing system performance, and supporting seamless integration and transition activities. It involves hands-on monitoring, troubleshooting, and configuration of A/EMS systems, alongside managing data, displays, telemetry, and alarms across development and test environments. The position also plays a key role in supporting project activities, ensuring impacts to existing systems are understood and managed, and that operational continuity is maintained throughout the AEMS program delivery. This role requires strong technical expertise in EMS/SCADA systems and the ability to operate effectively within a complex, high-availability critical infrastructure environment.
Specific Services and Deliverables
The Energy Management Specialist will provide the following specific services and deliverables:
Provide subject matter technical expertise on the design, development, and configuration of complex IT and OT operational systems, including Energy Management Systems and ICCP.
Test various core and integrated EMS/AEMS software functions against processes to ensure data quality and integrity, along with correct system operation.
Raise technical defect items and assist with their triage, reporting, escalation, resolution and retest.
Diagnose and resolve system issues promptly to prevent downtime and optimise system processes.
Collaborate with engineers, project delivery teams and stakeholders to implement changes, ensuring compliance with safety and regulatory standards.
Support other technical experts, ensuring user-oriented outcomes and holistic business solutions.
Build and maintain effective relationships with internal and external stakeholders, participating in industry forums to guide the future direction of the network.
Any other deliverables within the general scope of the Energy Management Specialist, as requested by the Purchaser from time to time
Required Qualifications, Admissions or Memberships
It is desirable that the Contractor’s Key Personnel have the following qualifications, admissions and/or memberships:
Essential
Tertiary qualifications in Engineering, or Information Technology discipline
Systems (DMS or EMS), or significant relevant experience in HV Systems
Desirable
Not essential, however considered highly valuable:
Experience using GENe (GE) Systems
Experience using Monarch (Emerson) systems
Experience with ICCP (Inter-Control Center Communications Protocol)
Required Skills, Capability and Experience
The Contractor’s Key Personnel must demonstrate:
Essential
Proven capability operating in real-time operational environments, with an understanding of high-availability requirements, system resilience, and the criticality of maintaining continuous network visibility and control.
Demonstrated experience in system troubleshooting and incident resolution, including diagnosing and resolving issues across EMS/SCADA components, data flows, displays, and integrations in both test and live environments.
Experience managing EMS/SCADA data, configuration and deployment, including validation of database changes, telemetry mappings and controlled promotion of changes across development, test and production environments.
Capability to support system testing and transition activities, including FAT, SAT and parallel operations, ensuring system integrity, operational continuity and alignment between legacy and target-state platforms.
Strong stakeholder engagement and collaboration skills, with the ability to work effectively with operations, engineering, and vendor teams to align system configuration with operational requirements and support safe, reliable network operations.
Desirable
Experience within the transmission network industry, with an understanding of high-voltage network operations, control room environments, and the operational and regulatory requirements associated with real-time electricity network management.
A sound technical foundation in power system principles, network behaviour, and control system design as applied to operational technology environments (Electrical, Power Systems or Control Systems)
Exposure to network modelling, CIM, or power system applications, including familiarity with industry-standard modelling approaches and tools used to represent, analyse, and maintain transmission network data and system operations.
